Secretariat Siege In August 2013, the Opposition parties under Left Democratic Front laid the Secretariat under siege for two days, demanding resignation of the then Chief Minister Oommen Chandy. This was an unprecedented incident in the democratic history of the State, which converted the entire capital city into a battle zone. In response, a force of 7,500 police personnel was mobilised under the guidance of P. Vijayan IPS, the then City Police Commissioner and made sure the situation remained totally under control. The arrangements won the appreciation from all quarters.

Security Arrangement for 9 Sabarimala pilgrimage seasons Sabarimala is one of the most visited pilgrimage centres in the country. Nearly 15 lakh pilgrims visit this shrine situated in the middle of a Tiger reserve forest - that too within a short window period of three months. Preparing the security cover inside a reserved forest with limited motor accessibility and handling the surge of pilgrims is a huge task that P. Vijayan IPS handled for nine years.
Security Arrangement for 2 Thrissur Poorams Thrissur Pooram is one of the iconic festivals of Kerala, which is believed to be the largest gathering of people in one area. Nearly 10 lakh people along with 15 elephants gather in an open ground in the centre of Thrissur town. The 36-hour festivity ends with an elaborate fireworks display. Faultless security arrangements were made for the Pooram by P. Vijayan IPS for two years.
Security Arrangement for Attukal Ponkala Prepared and supervised a comprehensive securityarrangement, mobilizing 6,000 police personnel as part ofthe much renowned Attukal Ponkala which is attended byover 3.5 million women from across Kerala , for twoconsecutive years.
Security Arrangement for Valiyangadi Perunnal The festival at Valiyangadi Mosque in Malappuram is a symbol of communal amity and remembrance of the land’s resistance against the Colonial rule. However, the festival is also time for intense communal tensions and sporadic violence leading to loss of life. The festival is a hard policing challenge. The increased security arrangement was made by P. Vijayan IPS in 2007, as the tensions during the festival in the previous year had ended up with 10 deaths and as many murder attempts.
Security Arrangement for Beemapalli Uroos The annual Uroos or festival at Beemapalli Dargah Shareef in Trivandrum, the capital city of Kerala is a main cultural event. The Dargah is situated on a coastal township and prone to communal flareups. Elaborate policing steps need to be taken, including deployment of shadow policing, to ensure smooth conduct of the festival.
Security Arrangement for Pavaratti Church Festival The annual grand feast of St. Joseph’s Parish Shrine at Pavaratty in Thrissur is an occasion for confluence of a huge crowd. Thousands gather for the procession and related festivities in a limited space and this creates a huge task for the police.
Security Arrangement for Elections Prepared the roadmap for security cover and executed it flawlessly for FOUR Lok Sabha elections, FOUR Assembly elections and FOUR elections to Local Self Government. This is a huge task given the high sensitivity of the situation and the difficulty in planning the process. This was successfully designed and implemented.
Election-related work outside Kerala Election Police Observer appointed by the Election Commission of India. Oversaw the police security arrangements in connection with the Elections to the Legislative Assembly of the Capital of India, Delhi and Maharashtra and Andra Pradesh. As the Commanding Officer of CAPF, P. Vijayan IPS also led a contingent of 1,200 police personnel for conducting smooth elections to the legislative assembly of Uttar Pradesh, the largestState in India.
